Strategic Challenge Question:
How can the UW System balance, diversify, and grow the university's financial resources and facilities while developing its human talent?
The Call for Change: State support will continue to decline as a percent of the UW System’s budget. The proportion of Wisconsin's state budget dedicated to higher education has declined over the years, with the state now providing $1,200 less in state support per-student than other states. Therefore, finding new sources of revenue, while keeping tuition affordable for those in need, becomes paramount to funding needed new initiatives that benefit Wisconsin and educate more of Wisconsin’s citizens. The Think Tank will, in parallel with the UW System cross-campus team exploring tuition policy, identify new opportunities for revenue and how they can best be realized.

- What can be learned from the UW System's Tuition/Aid Task Force, which is examining new tuition models (differential, stratified, cohort, etc.) and related issues of affordability and financial aid?
- How can the university dramatically increase its earned income (for classes, auxiliaries, distance learning, continuing education, etc.) so as to create more resources and make college education more affordable for those in need?
- What untapped opportunities exist to grow endowments?
- How does the university address the vast differences in student economic status and college readiness across campuses?
- What opportunities exist to raise scholarship money for students in need?
- How does the university sustain the quality of its faculty, given compensation challenges and impending retirements?
